The President, Mr. Michael Dervin OCS in seeking to fulfil his Election Plans and Promises made to the Ocian Citizens, does proudly announce the following plan:
The Elderly and Retired Persons Care Plan (ERPCP)
The ERPCP will consist of the following to be made effective immediately:
- All Persons aged over the age of Seventy Years, will be given full free health care and drug payment at the expense of the State
- The mandatory retirement age for employees is hereby raised from 60 years of age to 65 years of age for the Public Sector and Private Sector. Exemptions for Mandatory Retirement still applies to business owners, employers and the self employed, which is hereby capped at 70 years of age, raised from 65 years of age.
- The State Pensions of those who have reached and retired at the mandatory retirement age is hereby increased by 5% and the Early Retirement Pension is hereby increased by 2.5%, effective from the 1st of January 2009.
- Persons over 70 Years of Age are hereby given Special Tax Exemption Status from All forms of Income Tax and Savings and Interest Tax. The Tax on Pension interest (DIRT) is hereby abolished for all Public and Private Pension Plans which contribute more than 5% of their gross annual income to the pension plans. All Pensions Plans below this will be subject to a DIRT Special Pension Tax of 15% upon maturation of their pension plans, as opposed to the 20% DIRT on saving charged annually which is hereby abolished.
- All Persons aged over the age of 65 are hereby given free travel in all forms of public transport within the borders of the Ocian Federation and to and from its territories.
- All Persons aged under 65 who retire early for reasons of health or any other certified reason, will be entitled to Health Care at a reduced rate of -80% the normal cost and will be entitled to free travel.
- This Plan will review the feasibility of introducing Special Tax Brackets for the Retired
- This Plan will entitled all retired persons to a T3,000 annual grant to help with the cost of a nursing home or a home carer.
- This Plan will not be available to anyone bar those mentioned in the text of the plan.
- There will be Special Incentives for Persons aged over 65 for a Financial Aid Package to help those who are in genuine need and will be funded by the 15% Tax on Pensions (as highlighted above) and by the savings of the raising of the retirement age.
- The Ministry of Finance and the Interior is asked to investigate the possibility of more grants and aids to the elderly.
