WHEREAS it has come to the President’s Attention that bans are still in place against journalists form the INS
WHEREAS Such Bans were both condemned by the President and the Prime Minister and were asked to be removed
WHEREAS these bans have not been lifted despite the orders of the President and Prime Minister to the Administration of the Forum
WHEREAS since the orders of both the President and the Prime Minister seemed to have been grossly ignored by the Administration, which leaves the only option of legally enforcing the removal of such bans:
THEREFORE by Presidential Order, as prescribed in the Constitution of the Ocian Federation, do I, Michael Dervin OCS hereby enact into law:
Section 1: All Bans against Journalist and Members of the INS or any other media source shall be removed immediately and not re-imposed save by Court Order.
Section 2: All Bans against any person(s) who was banned from the forum without a Court Order and/or has been a proven spammer are hereby removed.
Section 3: All future bans from access from the forum or any other State Property, must be first granted by Court Order, with a period of two days before the enaction of such a ban to allow for a appeal against the ban.
Section 4: Any breach or continued breach of this Act shall be a criminal Offence and upon conviction the person shall be liable for a fine of T1,000,000 and/or a ban of not more than 6 months and no less than one week.
