Dear Sir Kieran,
I have the honour to bring greetings from the Senate of the Lakes unto you and the good people of Ocia.
I must admit, this is my first visit to the Ocian Federation, but trust me, I have heard much about this country and its people. During my journey throughout Ocia to reach the capital I have seen familiar faces within the government. Mr Kovac, for example, who was kind enough to visit Hurmu and write an extraordinary article on the philosophy of the Hurmudans.
I am here to learn more about your country, and to offer friendship. I realize that while Hurmu's defence may be handled by Babkha, a kingdom Ocia may not have had the best of relations with, I am confident that with open minds and hearts we can overcome prejudices between our peoples and enter an era of dialogue, peace and mutual cooperation.

Mr Andelarion, On Behalf of the Government of Ocia, I welcome you to the Ocia Federation! When I took up this post offered to myself from Mr Kovac, I was honoured, but I wanted to make my time in office, something memerable. I decided to use my time to declare Peace and Diplomacy the best way of working issues out, so far I am right Despite the differences between the Kingdom of Bakbha and the Ocia Federation, That was the past and this is now. Dear Sir Kieran,
Thank you for your warm welcome! Indeed, it is through peace and diplomacy one achieves best results, we can both agree. The events that lead to the problems at North Point and the island of Hurmu-on-Giess (vacated since long ago) is in the past.
As to your proposal, Sir, I am honoured. It is, however, difficult for Hurmu to enter into treaties and agreements with other States. Ratification is difficult, having to be passed at three instances: in the Senate, by the Shah of Babkha and by the Emperor of Stormark.
It is a high price we pay to be protected from higher powers. Of course we yearn to be captains of our own fate, but we cannot afford freedom at the moment.
But, please, advise me on what kind of treaty would suitable and desirable from the Federation's point of view, and I will see whether it can be accommodated or not. Hurmu will not, as you of course understand, bind itself to take sides in Ocian disputes or engage in bloc mentality by treaty.

Your Excellency,
First of all, I would like to apologize for the huge lateness of my reply. Due to a long-time sickness on my part (I am now much better) and the lack of a chain of command in Hurmu, the government of Hurmu became stalled, and all focus available had to be centred on the core issues of Hurmu's being: survival.
Survival has always been an issue in Hurmu. Many senators have refused to register in the forums, prompting many questions in Hurmu's hearts. The Queen cannot access the forum after an ISP change of hers (I cannot, nor can she, explain how this happened), but we have established a High Commission in Haraldsborg, Stormark, to keep affairs up and going with the States of Stormark.
As to the treaty proposed, certain parts of it are somewhat unfamiliar to Hurmu's legal system, and we would therefore have to discuss it before we make a final decision. I sincerely hope that you have patience with us, but if you wish to reconsider Hurmu as a potential treaty partner, that is fully understandable.

Dear Sir Kieran,
I would like to thank you for your continued friendship that Ocia shows her friends in the people of Hurmu. But I deeply regret that the present crisis which Hurmu suffers is becoming graver and graver. The Kingdom of Babkha has decided to reorganize itself. It has repealed all its law, and as a consequence Hurmu lost a protector.
I was forced to declare a state of emergency upon which I took up legislative powers. However, the senators left in Hurmu quickly advised me to start negotiations with the Empire of Stormark to incorporate Hurmu into that Viking Empire for the time being until Hurmu is stronger and can lead an independent and sovereign way of life.
Hurmu would be highly autonomous within Stormark and be able to continue its unique path.
Thus I will have to turn down the offer of a treaty, I greatly regret this. But I invite you to visit Stormark.
With your permission, I will continue my visits here regularly. Ocia is promising. I enjoy my stays here.
Again, I am deeply sorry to end diplomatic channels here and now, but it is unevitable at the moment. I hope that once Hurmu reestablishes herself as a sovereign state, she will be as welcome here as she was before her by circumstances forced annexation.
