I was reading the Ocian Constitution and it was quite apparent that ocia was almost a provence of the Ocian Federation.
What I had in mind is Ocia and the Ocian Federation would be the same with Slaventia and North Point as Provences and North Point as a Special Administrative region. Slaventia would still have its own Parliament but I the President of Ocia and the Ocian Federation as a whole would be the head of state and Kery the Prime Minister of the Whole Ocian Federation with ONE federal government and national army.

Yeah I've noticed that too, there seems to be quite a bit of doubling up of which constitution is valid - is there even an Ocian Federation Constitution as well as the published one?

Sorry, I may have misinterpreted what I was meant to do. This constitution is for a Ocian State which alongside Slaventia, would be a member state of the Ocian Federation. So there would end up being three decision making bodies, each with there own guidelines and responsibilities. The top body constituting of both Slaventian and Ocian officials, and being responsible for foriegn affairs amongst other things. The way I have worded this constitution is such that there needs to be another set of rules that would hold for this higher body.
Is this simply just a bit too over the top? The alternative is Slaventia simply forwarding some duties to Ocia in return for Ocia's "control" (largely academic control) over the land and foriegn policy among other things. Slaventia would, to an outsider, take the place of a region in the Ocian country. But a region exerting reasonable influence on govt.

Picture the Russian Federation. Slaventia, north point etc. would have their own regional governments as Ocia would not, the Ocian Federation would essentially be Ocia with annexed lands that have autonomous status.
