To the owner/operator of OciaRail:
The Luthorian government would like to discuss the possibility of merging the Royal Luthorian Railway into the more advanced OciaRail company. RLR is owned and operated by the state, but is rather underdeveloped, and currently only has a few lines operating on the Island of New Hawai'i (where our capital is located).
Rail lines do exist on all the islands, connecting most of the major cities, but we only have trains running on a few. If you would like more information, I will send them to you.

OciaRail is a Semi-State Company (e.g. Owned by the Government and Private Investors), though the Government of Ocia, holds the controlling interest in the company, with 60% ownership.
The Government of Ocia, as Owners of OciaRail would be greatly interested in the possibility of merging the Royal Luthorian Railway into the more advanced OciaRail company. Thus, we do hereby request your proposal for the takeover of Royal Luthorian Railway by OciaRail and if you have any maps or more info on the RLR, these would be greatly appreciated as it will allow OciaRail to update its current Rail Map and revise its current services.

First off, here are all the documents on the RLR: Here are the routes that are, at the moment, up and running: ALK-NHON-01-Express Passenger ALK-NHON-02-Regular Passenger ALK-NHON-03-Express Freight Here are the trains purchased for the above mentioned routes ALK-NHON-01- 1 Express1 engine, 6 standard passenger cars. Cost: 10000Mks ALK-NHON-02: 1 Standard1 engine, 6 standard passenger cars. Cost: 9000Mks ALK-NHON-03: 1 Express1 engine, 3 standard freight cars. Cost: 7500Mks Here is the type's of trains offered by NHM, the only train builder in Luthoria: Here are the maps relevant to the RLR: Official Transportation Map, showing all transportation routes LEGEND: Black- The Highways Brown- Rail Lines Orange- Major Sea Lanes I propose that OciaRail take full control of RLR as soon as possible, and begin a modernization process. The engines currently in service are not as advanced as OciaRail's types. It would be best for everyone to retire them as soon as new trains are available for service. The Ocian Government is interested in accepting this offer for a merger and wishes to enquire the following:
1) The Amount of Ordinary Shares issued 2) The Prince Per Share 3) The Cost (in Ocian Tolars) of buying 60% of the shares in RLR to take over control of the company
This figure will then have to be approved by our Minister of Finance (or our Prime Minister) and the fund will then be made available to merger these two companies and discuss the finer details of this deal, e.g. Names, Board of Directors etc…

Well, shares were never issued, since it was a fully gov't owned company. And prices have yet to be determined because the finance ministry has yet to issue an official exchange rate between the Ocian Tolar and the Luthorian Mark.

Then I think the Luthorian Government should hold a EGM in which the Company, will decide on how many shares it has and the price of each of these shares. Considering the government holds 100% of these shares, it can sell these shares to the Ocian Government who will then take over the ownership of the company.
I think these share prices should be issued in Ocian Tolars rather than the Mark, as to avoid further delays.

On Behalf of the Ocian Government, I am prepared to purchase 750 shares (75%) at a total cost of T56,250.00, made payable to the RLR.
The Ocian Government with this controlling share in the company, does hereby change the status of the RLR from Public Company to State Company, with the Minister of the Interior in association with the Minister of Finance, being in charge of the running and general well being of the company.
Full Details of this Merger will be published upon the acceptance of the RLR of this share purchase.
