Minister,
If you carefully take a glimpse at the act you will see that it does not except Ministers from military service only it prevents them from being deployed on the front lines.
Hope this clarifies.

As author of that bill, I can confirm that Ministers ca join the Military if they so wish and/or under the current Ocian conscription laws, However they may not take part in active combat (e.g. Fighting on the frontline, taking part in dagerous missions etc...). You may not take an active part in the Military if you feel that it will affect or pervent you from carrying out your Ministerial Duties and if you feel that doing so will effect the Honour of your Office, in these cases the act applies.
