Dear Chairman,
Civil charges have been filed against you (The Chairman of the Ocian Electoral Commission) in the Supreme Court of Ocia by a citizen Mr. John Andrews. The specific charges are that you, as Chairman of the Commission, failed in your duty to uphold the constitutional terms of the Office of the President and Government by not holding due elections, thus breaching your constitutional duty.
The Court has consented to hear this case.
You are ordered to appear the Courtroom (a message board on the Ocian Forum) no later than Monday 13th September, 2010 to acknowledge receipt of this summons and to receive further instruction about how your trial will proceed. Your acknowledgement should consist of a brief post under your name stating something to effect of: "I, (name), (your office), acknowledge receipt of the Court's summons and await the Court's further instructions."
If you fail to post this acknowledgement by the above-mentioned deadline, you may be found in contempt of Court and will risk having the Court issue a default judgment against you.
If you do not fail to post this acknowledgement, then a full trial will begin. The Court will outline the procedures to be followed and set reasonable deadlines for your challenge to the charges.
This summons is a serious matter. Please respond expeditiously.

Mr. Dervin and fellow ocians
There are those who follow the letter of the law and then there are those who follow it with common sense. By attacking our provisional leadership during these difficult times while I am personally striving to reestablish the new Ocia you are attacking our solidarity and strengthening the enemies of Ocia who yearn to see the day when we cease to exist and succumb to threat of the imperialist gun.
Secondly, I am very unsure about Mr. Andrew's true identity or intentions and if he has been pressured by other parties internal or otherwise to facilitate change and weaken Ocia. Regardless, he is a classic example of the many one post citizens who have come and gone and it is my sincere belief that new and more thorough immigration policies need to be put in place.
The dawn of beginnings for a new era in Ocia are approaching and we must enter this new chapter of our history with the wisdom previous mistakes and experiences have afforded us. I once again urge Ocians to remain patient and vigilant as we work towards a brighter future for Ocia.
