WHEREAS there has been "questionable" closure orders issued by the Ministry of Justice and its affiliates in the past
WHEREAS a commission of inquiry has now been setup to look into the legality and the question of whether these closing orders were warranted and just.
IN ADDITION these closure orders may of been issued on fabricated evidence, which grossly infringes the rights of the Ocian Citizens involved and such infringement should be removed immediately should the commission find the closure orders were based on such
WHEREAS it is the duty of this state to recognize where injustice and abuse of power has occurred and act to rectify such.
WHEREAS it is important that this issue be addressed and not left to the wayside, considering that alleged wrongs have occurred.
THEREFORE, the Federal Assembly agrees to the following:
1) That it will support and co-operate with the Commission in every way and means possible in accordance with the Constitution and Law.
2) That it will honour and respect the Judgement and Conclusion of the Commission and will do everything in its power to ensure such is enforced and acted upon.
3) To put aside a Maximum of T5,000,000 for the commission to award to affected citizen(s)/Companies and compensation for wrongs done and a further T10,000,000 in investment and capital money to allow closed companies to re-start again, so they wish to do so, should the closure order be found to be unlawful. The exact procedure for the payment of this investment and capital monies will be set out by the Minister of Finance. Any monies left over by the end of such process with be put back into central government funds.
4) To have the commission's report laid before the Federal Assembly for
review and debate, should it see fit.
