Prime Minister Michael Dervin OCS, delivers his Budget Speech to a Packed Federal Assembly[/center]
Mr. President, Members of the Assembly & Citizens of Ocia,
It is my pleasure to present to you the budget for the Ocian Federation for the incoming year and it is my hope that this budget will achieve what is sets out to achieve and that is a Ocia which has a solid and firm tax and income base, which is fair and equal to all citizens of the Ocian Federation, with measures in place which will protect the vulnerable and needy in the Ocian Society and provide first class benefits and public services to all citizens of the Federation.
In order to achieve the vision and the high aspirations of the citizens of Ocia, the Federal Assembly, this Government and the President, to build and create a fair, just, prosperous and enviable society in Ocia, we must source income for our ambitious and necessary expenditure plans, we cannot start to create a micronation that just pulls money from out of the air to pay for our projects and state programmes, as this will lead to a dilution of credibility in what we aim to achieve and will lower our standards in creating a realistic and venerable micronation, therefore the creation and maintaining of a budget which introduces and clearly sources income from the projects we hope to create and do with the term of this Government and the next one.
Therefore, this budget is clearly laid out in three main parts - income, expenditure and balance, for ease of reading and so you, the citizens of the Ocian federation can clearly see where your tax money is coming from and going to. Each part will have a short explanation of the budgetary measure, plus a estimation on how much money will be going in or out. This budget document also forms a Finance Bill, in being that once it is passed by the Federal Assembly it will automatically amend and create the provisions stated within it, allowing for less paperwork and maximum efficiency in the implementation of this budget.
Given that this is the “first” budget of its kind and that during the year 2009, there is no real measure to estimate how much money was brought in by the government and how much was spent, this budget will have a opening balance of T0.00, until such a time the true balance for the fiscal year 09 can be found. In addition it is the intention of this government to maintain a surplus balance at the end of this budget in order to ensure the state has money left over to pay for projects that emerge during next year and to allow for any income shortfall or over-budget expenditure.
This Budget shall come into full effect immediately and shall have limited retrospective effect from Midnight on January 1st 2010. This Budget has set out its aims, it has set out how we will achieve them and by securing this vital cornerstone we hope to build a vibrant and modern Ocia, which will achieve not only our dreams and goals, but so much more which many consider unimaginable at them moment.
Therefore, I look forward to working with all on the implementation of this Budget as we set out to make, 2010, the Year of Ocia!
