The Census Bill

WHEREAS it seems to be very ambiguous as to who is still around and a citizen in the Ocian Federation
WHEREAS it would be of great help to the nation, for example in planning projects or government jobs etc…, if we know who is still around and who has sadly fallen to the wayside
BEING that most active citizens read and post the Ocian Forum, it would make sense for them to fill in a short questionnaire, so we get a status update on every citizen in the Ocian Federation, so we can start making viable plans for the future
THEREFORE be in enacted into law:
Section 1: The Minister and the Ministry of the Interior shall on the passing of this Act, conduct a census, open to all Citizens of the Ocian Federation, on the current, official Ocian Forum.
(b) The Census, shall be short and not require more than five minutes to fill out completely, and should included, but not exclusively, the following questions:
- Name - Mandatory question, all citizens must answer
- E-mail Address
- Provincial Residence (where in Ocia do the live?)
- Are you interested in a Civil/Government Position? If yes, please state your interests?
- Do you think you have any skills which can contribute to the development of Ocia? (e.g. Website making skills, photoshop skills, journalistic skills etc…)
- Do you intend to stay active and posting in Ocia?
(c) No citizen shall be banned or prevented from completing the census and there are no requirements save being a citizen of the Ocian Federation
(d) It is a legal requirement of ALL citizens to complete the census, however all fields on the census save the citizen’s name are not mandatory.
Section 2: The Census shall run for a minimum period of two weeks and no longer than one calendar month. The exact period will be set by the Minister of the Interior and s/he may grant personal extensions to the deadline on request by a citizen who presents sufficient evidence that s/he will be prevented from having adequate time to fill it out during the set timeframe or they will be without internet access, for that period.
(b) Citizens who have completed the census by the deadline will be considered active citizens and no further action need be taken by the citizen.
(c) (I) Those who have not completed the census by the deadline, will be considered inactive and will have all assets and citizenship rights frozen (e.g. Bank accounts and voting rights) until such a time they post on the forum stating the reason they were inactive and submit to the Minister a completed census. Nothing will be unfrozen until a valid reason and a completed census have been received by the Minister of the Interior.
(II) If a citizen has been deemed inactive for six calendar months, the his/her assets shall become property of the State to do with as it sees fit and his/her citizenship rights will be extinguished and s/he will have to re-apply for citizenship in accordance with the law.
(d) The Minister of Interior will be charged with the execution of this act, however, should s/he be on leave or the office vacant, the Prime Minister and/or the President shall exercise the duties imposed by this act.
Section 3: A census of citizens shall be held at minimum every three months and maximum every 6 months.
(b) A period of three months must have elapsed after one census before another census is called.
(c) A census may be called by the President, the Prime Minister and/or the Minister of the Interior and shall be run in accordance to this act.
(d) Data gathered in the census is for Government use only and may not be used for any other purpose unless consent is sought and obtained from the citizen the data relates to.
Section 4: This Act shall be know as the “Census Act”
(b) This Act repeals and voids all previous census acts or information gathering acts on behalf of the Government.
(c) The census shall be subject to and shall obey all Data and privacy protection laws, as applicable at the time of the first day of the Census.
