I am new here, both to this nation and to this assembly. While it may not be quite appropriate, and it is certainly not humble, I believe that this great nation is in need of reform. That is my goal and the goal of The Democratic Party of Ocia.
The first step towards meaningful reform is the creation of a new governing constitution, one which will guarantee the future survival and order of this nation.
Therefore, I propose the following new document to be adopted as the constitution. It is based on this document: ociagov.proboards.com/index.cgi?board=ao&action=display&thread=1226&page=1 and will, I believe, work well for our nation.
This document is streamlined and rids us of unnecessary language and whittles us down to the basics a constitution needs.
A Proposed Constitution for The Ocian Federation[/i][/size]
Section 1 - Fundamentals of Ocia
1.1 - The Ocian Federation is a democratic federation with a republican government.
1.2 - The Federation may also be known as Ocia.
1.3 - The Capital and Seat of Government of The Federation shall be Directrus.
1.4 - The Federation's Flag shall be a white circle of unity on a blue background.
1.5 - The bearer of sovereignty and source of power in The Federation shall be it's people.
1.6 - This power will be exercised directly through democracy.
1.7 - The Federation's Sovereignty shall extend throughout all of it's territory.
1.8 - This Federation shall consist of Republics and Autonomous Regions.
1.9 - This document, to be known as The Constitution of The Federation of Ocia, shall serve as the supreme law of The Federation.
Section 2 - Head of State
2.1 - The Head of State of The Federation shall be a President, chosen by the electorate every 4 months.
2.2 - The President shall serve as the voice of The Federation and the face of The Federation, both within and without it's borders.
2.3 - The President may not join nor affiliate with any political group or party.
2.4 - The President may dissolve The Assembly at his discretion, but must dissolve it at least every 4 months.
2.5 - The President shall sign all treaties made with foreign bodies, all acts of law or orders issued from the Assembly, and shall approve and certify all Assembly elections.
2.6 - The President shall appoint the Prime Minister, based on the result of elections for The Assembly.
2.7 - The President shall have the ability to issue edicts or Executive Orders, which must not conflict with the Constitution nor any acts passed by the Assembly. These shall be binding throughout The Federation and may only be overturned by a majority vote of The Assembly.
2.8 - The President may be removed from office by a 2/3 vote of the Assembly and may not serve more than three consecutive terms.
2.9 - The President shall give monthly reports on the state of The Federation to The Assembly.
Section 3 - The Assembly
3.1 - Legislative power in The Federation shall be vested in a unicameral Assembly.
3.2 - The Assembly is granted the power to amend this document with a 2/3 vote.
3.3 - The Assembly may make any laws it sees fit, to be passed by a majority vote, as long as they do not conflict with The Constitution.
3.4 - The Assembly shall be elected every 4 months, or within 3 days of being dissolved by The President.
3.5 - Members of The Assembly shall be chosen by a vote of the people, using the following system and elements: The full membership of The Assembly may not exceed the full citizenry of The Federation. Five citizens may mean that five members may be elected to The Assembly. This number can be set to a lower threshold by The President, with approval of The Assembly.
3.5.1 - Each Party shall submit a list to The President upon the announcement of an election, with their members ranked in order of seniority. Once an election has taken place, each party shall be granted a number of seats based upon the percentage of the vote they receive. Voters will simply select a party to support.
3.5.2 - If a Party receives a majority of the seats in The Assembly, said party's leader, who shall also be first on said party's submitted list, shall become the Prime Minister and Speaker of The Assembly.
3.5.3 - The Party receiving the second largest number of votes shall be established as the minority party and it's leader as minority leader.
3.5.4 - Other parties receiving seats in The Assembly shall be known as further parties and their leaders known as further leaders.
3.5.5 - The Prime Minister shall appoint a Speaker Pro Tempore, to serve regularly as The Speaker and chief Parliamentary authority for The Assembly.
3.5.6 - The Prime Minister or his designate shall control debate on the floor of The Assembly.
3.6 - The Assembly shall also serve as the chief Judicial Body within The Federation. Cases may be brought forth by any citizen or group of citizens for the consideration and ruling of The Assembly. Rulings shall be made by a majority vote.
Section 4 - The Government
4.1 - The Government, in which all other power is vested, shall be led by the Prime Minister.
4.2 - The Prime Minister shall have the authority to create various governmental departments and ministries and fill them as he sees fit with members of The Assembly.

I further move that upon passage of this new document into law, an election be immediately held to fill the Assembly and Presidential Palace.
