I hope that this visit will clear some confusion and dispel any enmity, if there be any between us. I must admit I find myself slightly confused as to the current state of our relations because and I quote "speaking on behalf of the general consensus of [his] Ocian brethren[spelling mistake corrected]" a certain Jess Heimer has been effectively creating foreign policy.
I will not pretend to know the deeper and inner workings of your Federation, but do believe I know enough to safely say that Jess doesn't seem to be in the position to be make any such decisions. What worries me however are the claims that he is making on your behalf. These include:
"On behalf of the Ocian Federation we hearby denounce this decree and reguard it as another disgusting insult by you imperialist dogs."
"I give you one warning for this instance, otherwise there will be a thousand fold retaliation."
"Why should our nation have to tolerate you and your insolence?"
Finally the reason I have come before you is that I fear it is unclear who exactly has been offended as near the end of the statement issued in Shireroth Master Heimer begins to waver between the"I" and the "we".
He states:
"I especially do not appreciate what you have called us. You told me to get my act together, and I did." and then "We are outraged by your comments. What really bothers me and my brertheren is that you refused to repeal this decree."
I fear I must now step back and address the issue of the actual decree before I continue. I realize the decree that issued by the Kaiseress may not have been extremely tactful diplomatically but I assure you that there were no negative connotations and was simply meant as friendly jest. Personally, I am a strong believer in the power of diplomacy and peace and I find the very thought of war abhorring. I have, and will continue to do my best as maintaining a positive relationship with your people and if this decree is as insulting as Master Heimer has led me to believe then I will do my best to have it amended.
I must now return to Master Hiemer's claims however because, I have mentioned above, it is unclear weather he is actually speaking on your behalf or if he is using your banner as a front for his venting. I hope that this issue can be sorted out soon because sullying our friendship is the last thing I strive to achieve.
Also if you have any news on the join university credentials I would most interested to hear the details.
