In the Democratic Republic of Ocia, mainly formed and are functioning legal and institutional frameworks for combating corruption. A serious anti-corruption potential is in the Concept of administrative reform in the ODR this year and action plans for its conduct, approved by order of the Government of the ODR’s national Defence Commission (dated March 1st, 2009), as well as in the future legislation of the Democratic Republic governing matters of public service. Despite the measures, corruption, as the inevitable consequence of excess administration by the State, still seriously hampers the normal functioning of all social mechanisms, prevents social transformation as well as improvement of the national economy, raises in Ocian society serious concern and distrust to public institutions, creates a negative image of Ocia in the intermicronational arena and is rightly regarded as one of the threats to security to the Democratic Republic of Ocia. In this regard, the development of anti-corruption measures, primarily to address its root causes, and implementation of such measures in the context of the development of the country as a whole is becoming imperative. That is why I have internally introduced several more anti-corruption measures which will take immediate effect to ensure the responsible and productive use of state money, the proper management for state corporations to increase worker productivity, and happiness here in the Worker’s Paradise.
