Your Excellencies, Mr. President, Mr. Prime Minister,
Citizens of the Democratic Republic of Ocia,

I have been commanded by my Emperor to write you on his behalf. I have been appointed as His Imperial Majesties Chief Envoy to the Ocian Republics. His Imperial Majesty has personally commanded me to ensure that the Empire of Kazoku has good relations with both the Ocian Democratic Republic and the Ocian Federation.

When I first heard about the split of Ocia I was sadden Ocia is a beautiful nation with a proud people. If the current governments of both East and West Ocia believe that this may help the people of Ocia then the Kazoku Government will help in any way possible.

WHEREASHis Imperial Majesty the Emperor of Kazoku and His Excellency the President of the Democratic Republic of Ocia are resolved to establish a treaty between their two sovereign nations.

ARTICLE I
The Empire of Kazoku and the Democratic Republic of Ocia shall recognize each other as Sovereign States.

ARTICLE II
The Empire of Kazoku and the Democratic Republic of Ocia shall not conduct any covert or overt harmful actions against each other.

ARTICLE III
The Empire of Kazoku and the Democratic Republic of Ocia shall allow citizens to freely pass within each others borders with the appropriate passports and regulations set by each country.

ARTICLE IV
The Empire of Kazoku shall establish an embassy within the Democratic Republic of Ocia . The Democratic Republic of Ocia shall establish an embassy within the Empire of Kazoku. Both nations shall exchange Ambassadors.

ARTICLE V
The Emperor of Kazoku and his representatives shall be granted the rights of all heads of state within the Democratic Republic of Ocia. The Head of State of the Democratic Republic of Ocia shall be granted the rights of all heads of states within the Empire of Kazoku.
