Dear our freinds in Ocia,
I have been wanting to do this for a while, and wanted to wait until the elections were over. I do beleive that the only agreements between our two states are from the days of the neutrality pact and the days of the United Commonwealth.
Both of these organisations have ended and thus there is no real agreement between the current incarnation of Hamland and Ocia. I therefore wish for a treaty between our two nations to be written and for us to discuss matters regarding how our two nations can become better freinds.
I also wish for there to be discussions on matters such as use of the loch which we both share and the border between our two nations.

Welcome once again to the Ocian Federation and I hope you enjoy your stay while you are here.
The Government of the Ocian Federation, is more than happy to set down a written and workable agreement between Hamland and the Federation, should you wish to propose a treaty then we would be more than happy to review it and give you our thoughts or would you rather a treaty drafted by us, if so, what are you hoping to get out of such a treaty?
In regarads to the second issue, what kind of arrangement are you hoping for the loch and our shared borders? We could work this arrangement into the above treaty should you see fit.

I think they should be worked into each other.
I'd like a treaty saying all the usual things, non-aggression, respect between both nations etc. I'd like for the lock to have our normal territory, then to allow the loch to be freely be used by non-military vessels by all states using the loch. (So Cerulea will have to join in with that at a later date.)
I'd like to secure our two nations' future as peaceful, workable and friendly.
I'd be happy if you would prepare a treaty, if you are willing to do so and if it is not rude of me to ask.
